Markey Recovery

Innovative Approaches to Job Creation

Unlike non-union workers, the members and technicians of IBEW Local 103 complete over 5000 hours of training and receive yearly code and safety updates. The cost of providing safe, quality work and a responsible wage and benefit package, however, has often negatively positioned our contractors in bidding jobs. By providing our contractors the flexibility they need through our Market Recovery Plan, the membership of Local 103 has proactively taken back a significant share of previously lost jobs in both the public and private construction arena.
"The Market Recovery Program has been the single most innovative and productive tool to create jobs in my years as a union contractor. There's no question I am able to hire many more electricians each year due to the use of Market Recovery funds for bidding."

- Paul McConnell

Since the Market Recovery Program was instituted, Local 103 contractors have regained hundreds of thousands of hours of electrical work that would have gone to non-union contractors. In the public sector we are now working on nearly 40% of all jobs bid as opposed to just 12% before Market Recovery and there are now over 300 members of Local 103 working on a Market Recovery job every day.
